St. Tammany Parish council district covers east St. Tammany and Pearl River. Three candidates qualified for the race, David Cougle, Jason Livingston and incumbent Mike Smith. Jason Livingston declined to participate in the WDSU Hot Seat debate. Cougle and Smith sparred over hot button issues like the water crises, the budget, hyper-dense development and how to deal with the controversial issue of books in local libraries. Election day is October 14th.
