I ALSO PROUDLY SERVED MADISONVILLE FOR 28 YEARS AS A COUNCILMAN. THEN IN 2016, AFTER RETIREMENT, I WAS ELECTED MAYOR. UPON BECOMING MAYOR, IT BECAME CLEAR THAT MY JOB DUTIES REQUIRED MY FULL TIME ATTENTION AND THEREFORE BEING MAYOR HAS BECOME A FULL TIME JOB. FOR THE FIRST TIME IN THE TOWN’S HISTORY. WE HAVE A WATER SYSTEM ON THE NORTH SIDE THAT DOES NOT WORK WELL. SO THE SIMPLE SOLUTION IS IS TRULY TO JUST LET’S DUPLICATE WHAT WE HAVE ON THE SOUTH SIDE OF TOWN. IT’S NOT ROCKET SCIENCE. THE SOUTH SIDE OF TOWN HAS A SETTLEMENT TANK. THE WELL FLOWS INTO THE SETTLEMENT TANK, THEN PUMPED OFF OF THAT SETTLEMENT TANK ON THE NORTH SIDE OF TOWN. DOES NOT. IT’S PUMPED DIRECTLY OFF THE WELL THROUGH A SYSTEM OF OLD WATER PIPING NETWORK, AND THAT NEEDS TO BE CORRECTED. ALL RIGHT. THANK YOU SO MUCH, MR. PILOT. THE BROWN WATER IS THERE AND WE’VE TAKEN STEPS TO TRY TO ELIMINATE IT. WE’VE CONTACTED AN ENVIRONMENTAL SERVICE TO GIVE US STEPS TO DO THAT. ONE STEP IS TO FLUSH MORE REGULAR ON A MORE REGULAR BASIS. WE’VE GONE FROM FLUSHING ONCE EVERY FOUR MONTHS TO NOW FLUSHING EVERY TWO MONTHS. WE’VE ALSO INSTALLED AT OUR FIRE FIRE HYDRANTS, AUTOMATIC FLUSH VALVES. BOTH OF THOSE STEPS WERE PRIOR TO DOING ANYTHING MORE EXTREME TO THE SYSTEM, AND WE’RE HOPING THAT THOSE THINGS REALLY ELIMINATE SOME OF THE PROBLEMS THAT WE DO SEE. ALL RIGHT. MR. HE ADMITTEDLY SAYS THAT IN ORDER TO FIX THE BROWN WATER PROBLEMS THAT WE’VE NOW GONE FROM FLUSHING ONCE A QUARTER TO FLUSH EVERY TWO MONTHS NOW, AND IN SOME LOCATIONS, THERE ARE THE BUSINESSES WE ARE FLUSHING ON A WEEKLY BASIS. THIS IS NOT A SYSTEM THAT IS IN GOOD SHAPE WHEN YOU HAVE TO FLUSH IT EVERY TWO MONTHS, PUMPING HUNDRED OF THOUSANDS OF GALLONS OVER THE YEAR INTO A RIVER, THEN THAT’S JUST TOTALLY UNNECESSARY, RIGHT? ALL YOU HAVE TO DO IS GO LOOK ON FACEBOOK, GO AND DO A SEARCH ON FACEBOOK, LOOK AT ON THE TOWN’S FACEBOOK SITES LIKE, UH, MADISON FRIENDS OF MADISONVILLE AND ALL YOU HAVE TO DO IS PUNCH IN A SEARCH FOR BROWN WATER AND YOU’LL FIND MANY, MANY COMPLAINTS OF BROWN WATER. WE EVEN HAVE COMPLAINTS OF BROWN WATER ON THE SOUTH SIDE, WHERE THE SYSTEM IS SUPPOSED TO BE IN GOOD SHAPE. NOW, IF THEY HAD COMMUNICATED THAT THE PROPER FORM OF COMMUNICATION IS TO CALL A TOWN, WELL, I CAN TELL YOU MANY PEOPLE, INCLUDING MYSELF, HAVE CALLED THE TOWN. I EVEN HAVE AN AIRBNB WHERE I HAD A TENANT CALL THE TOWN. WHERE’S THE RECORDED RECORDS OF WHO’S CALLED THE TOWN AND WHO HASN’T? WELL, WE CAN PROVE THERE’S ONLY BEEN THREE COMPLAINTS. I SIMPLY DON’T BELIEVE THAT’S THE CASE. YEAH. SO WHAT IS THE PROPER PROTOCOL AND HOW DO PEOPLE FILE COMPLAINTS AND REPORT THEM IF THEY HAVE AN ISSUE? YES. IT’S CERTAINLY NOT ON ON FACEBOOK. IT WHERE IT IS, IS ON THE TOWN WEBSITE WHERE YOU CAN LOG A COMPLAINT, BUT IT’S THERE FOR YOU. YOU LOG THE COMPLAINT, IT’S THERE AS A PERMANENT COMPLAINT. AND IT’S ALL TAPED, RECORDED. YEAH. WOULD YOU SAY YOU HAVE BEEN A TRANSPARENT MAYOR WHERE YOU HAVE ADDRESSED THESE CONCERNS FROM CONSTITUENTS AND YOU’RE AVAILABLE TO ADDRESS THEIR NEEDS AND ISSUES, NOT ONLY HAVE WE DONE THAT WHEN WE HAD THE COMPLAINTS, OUR MAINTENANCE DEPARTMENT GOES TO THE SITE. THEY TAKE THREE DIFFERENT SAMPLES, ONE ON THE OUTSIDE OF THE HOUSE, A COLD WATER SAMPLE INSIDE THE HOUSE, AND A HOT WATER SAMPLE INSIDE THE HOUSE. AND IT’S SENT OFF FOR TESTING. WELL, CAN YOU TELL US ABOUT YOUR PLANS AND HOW YOU THINK THAT WILL HELP WITH THE WATER PRESSURE ISSUES? WELL, THE THE WATER, THE NEW WATER TOWER AND THE NEW WATER WELL IS ALL AGAIN, SOME OF OUR PROACTIVE, UH, EFFORTS IN OUR IN THE TOWN SINCE I’VE BECOME MAYOR, WE’VE DONE MANY THINGS PROACTIVELY. WE’VE NOT ONLY IMPROVED THE WATER SYSTEM, THE SEWER SYSTEM, BUT NOW WE’RE ADDING WE HAVE A $5.9 MILLION GRANT OR CAPITAL OUTLAY REQUEST FOR A NEW ELEVATED TANK AND A NEW WATER WELL, THAT’S PROACTIVE, NOT BECAUSE WE HAVE TO HAVE IT. WE HAVE TWO GOOD WELLS. WE HAVE A GOOD WATER SYSTEM. BUT THIS IS IN ADDITION TO THAT AND IT’S PROACTIVE. PRIOR TO HAVING A NEED, WE IT CERTAINLY WILL GIVE US A BETTER WATER PRESSURE THROUGHOUT TOWN, EVEN IN PEAK TIMES. SO THAT’S THE REASON FOR THE REQUEST. NOTHING TO DO WITH THE BROWN WATER. YEAH. AND MR. BREWSTER, HOW WOULD YOU WHAT IS YOUR PLAN TO HELP WITH THE WATER PRESSURE ISSUES OF THE TOWN IF ELECTED? I’D FIRST LIKE TO ADDRESS THE WATER TOWER ISSUE. RIGHT. AND THE NEW WELL. WELL, FIRST OF ALL, ADMINISTRATORS ADMINISTRATION IS SAYING THAT THE DRINKING WATER IS, HAS NOT, DOES NOT HAVE A PROBLEM. ALL RIGHT, WELL, THEN IF THAT’S THE CASE, THEN WHY DO WE NEED A NEW. WELL, WHY DO WE NEED A NEW WATER TOWER? PROACTIVELY SPENDING $6 MILLION? I DON’T THINK THAT’S A SMART WAY TO SPEND OUR MONEY. I BELIEVE WE SHOULD BE INVESTING THAT MONEY INTO A BROKEN IN WATER FLOW PIPING NETWORK. WE HAVE OLD ASBESTOS CEMENT PIPING UNDER OUR STREETS THAT IS BEYOND ITS LIFE EXPECTANCY, WITH MANY FAILURES THAT WE HAVE HAD IN THIS TOWN. WE SHOULDN’T SPEND $6 MILLION ON A WATER WELL. WE SHOULD BE PROACTIVELY REPLACING THE ASBESTOS CEMENT PIPING THAT MANY BELIEVE CAUSED A HEALTH RISK, ESPECIALLY WHEN IT COMES TO MAINTENANCE AND YOU TAPPING INTO THE NETWORK TO SUPPLY NEW WATER TO A HOME. ALL OF THOSE SHAVINGS GO INTO THIS WATER SYSTEM AND CAN FLOW DOWNSTREAM INTO PEOPLE’S HOMES. HOPEFULLY YOU’RE NOT THE LUCKY ONE TO GET THAT. YEAH, I’LL GIVE YOU A CHANCE TO REBUT TO THAT ISSUE OF HIM SAYING THAT YOU SHOULDN’T SPEND $6 MILLION ON THE WATER. WELL, WELL, IF IT WERE THE TOWN’S BUDGET AND TOWN’S MONEY, I CERTAINLY WOULDN’T. THAT’S TRUE, BUT IT’S A CAPITAL OUTLAY REQUEST. AND WITH THE ASSISTANCE OF THE STATE OR FEDERAL GOVERNMENT, IT’S JUST AN IMPROVEMENT TO OUR WATER SYSTEM. AND THAT’S THE REASON FOR IT. AS FAR AS THE OTHER CONCERNS ABOUT THE PIPING, THE PIPING IS INSPECTED ON A REGULAR BASIS AND THERE’S NO CONCERNS OR NO FINDINGS THAT’S BEEN FOUND IN THAT PIPING. DO YOU WANT TO RESPOND? MR. YEAH. SO WHAT I DID PROACTIVELY WITH THE INTENT OF BECOMING MAYOR, I WENT AND MET OUT WITH SUZANNE, MET WITH SUZANNE KRIEGER, WHO IS THE CHAIRWOMAN, CHAIRWOMAN OF THE SAINT TAMMANY PARISH LEVEE AND DRAINAGE BOARD, AND SHE HAS GONE OUT AND PROACTIVELY LOBBIED FOR MILLIONS OF DOLLARS FOR SAINT TAMMANY PARISH TO FIX OUR FLOODING ISSUES. IT’S GOING TO BE VERY DIFFICULT IN MADISONVILLE TO FIX THOSE WE ALREADY HAVE SOME PROJECTS COMING, BUT THERE’S NOT GOING TO ADDRESS OUR FLOODING ISSUE. ONE OF THE ISSUES THAT I LIKE MOST OF ALL WAS THE FACT OF PUTTING A SPEED BUMP, IS WHAT SHE CALLED IT ACROSS THE WRIGLEYS I WAS WANTING TO PUT A COMPLETE WALL ACROSS THE RIGOLETS WITH A DAM SO THAT WE CAN OPEN AND CLOSE FLOOD GATES, BUT THEN MISSISSIPPI HAD AN ISSUE WITH THAT. WE HAVE THREE DIFFERENT PROJECTS THAT WE’VE BEEN WORKING ON AT THE SHORELINE IN THE LAKE THAT’S GOING TO HELP FLOODING IN TOWN. WE HAVE, WE HAVE, WE HAVE GOING TO HAVE FLOODING ANYTIME. WE HAVE STORM SURGE THAT FILLS THE RIVER. AND THEN WE FOLLOW THAT WITH RAINWATER AND IT HAS NOWHERE TO GO. WE’RE GOING TO HAVE FLOODING. BUT AS LONG AS WE HAVE A LOW TIDE, OUR TOWN AND OUR OUR AREA DRY AS WELL. ALL RIGHT. YOU WANTED TO REBUT TO THAT? YEAH. I WOULD LIKE TO REBUT THAT. WE’RE TALKING ABOUT PUTTING A ROCK JETTY ON THE EAST SIDE OF THE OF THE RIVER, WHICH IS PRIMARILY TO PREVENT BEACH EROSION. WE ALSO GOING TO BE REBUILDING AND REMODELING THE OLD LIGHTHOUSE, AND WE’RE GOING TO BE DOING SOME MARSH RECOVERY. SO HOW IN THE WORLD IS THAT GOING TO HELP FLOODING IT SIMPLY IS NOT. I’VE EVEN HEARD ONE OF THE COUNCILMEN SAY THAT ROCK JETTY IS GOING TO DIVERT WATER TO MANCHAC. THAT IS JUST NOT KIND OF HAPPENING. ALL RIGHT, I’LL GIVE YOU 30S TO RESPOND. WELL, SIMPLY, ENGINEERS THINK BETTER OF THAT. THE ENGINEERS HAVE LOOKED AT IT WITH THE LEVEE SYSTEM AND WITH WITH THE LEVEE BOARD, WITH THE PARISH ADMINISTRATION. AND THEY ALL RECOGNIZE THAT THE ROCK JETTY ON THE ON THE PENINSULA SIDE OF THE RIVER IS GOING TO PREVENT OUT OF OF EROSION AND FLOODING ALONG THE LAKE SHORE, DRIVE IT’S THE MARSH. YOU KNOW, A COUPLE OF THINGS I’VE SAID FOR A WHILE, BUT I’M GOING TO SAY REALLY, THE POPULATION GROWTH ON THE WEST SIDE OF OUR OF OUR TOWN AND ON THE, ON ON THE WEST SIDE OF SAINT TAMMANY PARISH HAS BEEN AN EXPLOSION. WE’VE HAD A LOT OF GROWTH ON THAT IN THAT AREA, AND THAT’S LED TO SOME OF THE PROBLEMS THAT WE DO HAVE ON HIGHWAY 22.
